NLC India: Invests ₹35,000 Crore in Odisha for 3200 MW Power Plant, Coal Gasification

NLC India Limited (NLCIL) has signed MoUs with the Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL) for major projects in Odisha. This includes a 3200 MW ultra super-critical coal-based thermal power plant with an investment of ₹35,000 crore. Additionally, NLCIL will explore coal gasification for fertilizer production and establish a ₹2000 crore beach sand mineral processing facility, creating significant employment and economic growth opportunities.

NLCIL Forges Major Odisha Investments

NLC India Limited (NLCIL) has entered into strategic Memorandum of Understandings (MoUs) with the Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL), signaling a significant commitment to the state’s industrial development. These agreements, signed on 22.10.2026, encompass three key initiatives.

Coal Gasification and Fertilizer Production Exploration

NLCIL will explore the technical feasibility of a coal gasification project in Odisha. This initiative aims to establish linkages for fertilizer production by investigating the potential to produce synthesis gas (Syn-Gas) for various applications within the fertilizer sector.

Beach Sand Mineral Processing Facility

A new beach sand mineral processing facility is planned with an estimated investment of ₹2000 crore. This project is projected to create approximately 500 employment opportunities and is expected to contribute substantially to the region’s industrial growth and socio-economic development.

Massive Thermal Power Plant Development

The cornerstone of these agreements is the development of a 3200 MW (4×800 MW) ultra super-critical coal-based thermal power plant in Odisha. This ambitious project involves a substantial potential investment of ₹35,000 crore. It is anticipated to generate employment for around 4,000 persons, significantly bolstering the state’s economic progress and industrial landscape.

Commitment to Odisha’s Growth

The MoUs were formally executed by Shri I.S. Jasper Rose, Executive Director (Mines & Land) for NLCIL, and Smt. Aboli Sunil Naravane, IAS, Managing Director for IPICOL. The signing ceremony was graced by the presence of Shri. Mohan Charan Majhi, Hon’ble Chief Minister of Odisha, Shri. Hemant Sharma IAS, Additional Chief Secretary, Industries Department, Energy, Govt. of Odisha, and Dr. Prasanna Kumar Acharya, Chairman-cum-Managing Director (CMD), NLCIL. This partnership underscores NLCIL and IPICOL’s shared vision for strengthening Odisha’s industrial and infrastructure capabilities, aligning with India’s self-reliance goals and promoting sustainable economic growth.
