Larsen & Toubro (L&T) has announced the conclusion of a Framework Cooperation Agreement (FCA) with TenneT for a 2 GW offshore wind programme. This agreement, in consortium with Hitachi Energy, covers six projects and future opportunities under TenneT’s 2-GW HVDC programme. The initiative aims to accelerate Europe’s transition to sustainable, decarbonised energy by integrating large-scale offshore renewable energy sources and supporting the transfer of power to onshore grids.
L&T Announces Major Offshore Wind Framework Agreement
Mumbai, July 28, 2026 – Larsen & Toubro (L&T) today announced the successful conclusion of a Framework Cooperation Agreement (FCA) with TenneT, a leading European grid operator. This significant agreement pertains to a 2 GW offshore wind programme and marks a substantial step in L&T’s commitment to sustainable energy infrastructure.
Consortium and Programme Details
L&T has entered into this FCA in consortium with Hitachi Energy. The agreement encompasses, in principle, six projects and future opportunities under TenneT’s ambitious 2-GW HVDC (High Voltage Direct Current) programme. This framework is strategically designed to support the large-scale integration of offshore renewable energy and accelerate Europe’s transition towards a sustainable and decarbonised clean energy future.
Project Execution and Scope
As part of this programme, the consortium will continue the execution of two existing projects: IJmuiden Ver Alpha and Nederwiek 1, both located in the Netherlands. Furthermore, the consortium is set to commence two new projects: Nederwiek 3 in the Netherlands and LanWin 5 in Germany. Collectively, these projects represent a substantial cumulative transmission capacity of 8 GW, operating at 525 kV. They are designed to facilitate the transfer of renewable energy generated in the Dutch and German sectors of the North Sea to the respective onshore power grids.
L&T’s Role and Expertise
Under the comprehensive scope of engineering, procurement, construction, and installation (EPCI), L&T will be responsible for executing the offshore converter platforms and associated infrastructure. This will be complemented by Hitachi Energy’s provision of its advanced HVDC Light® technology, crucial for efficient power conversion and transmission. This partnership leverages L&T’s extensive offshore engineering and project execution capabilities alongside Hitachi Energy’s expertise in power transmission, positioning the consortium to deliver reliable HVDC infrastructure.
Strategic Importance and Future Outlook
L&T’s Offshore Wind business vertical is underpinned by its multidisciplinary engineering expertise, global strategic partnerships, a robust supply chain, and world-class fabrication facilities. This landmark programme is expected to further strengthen L&T’s international footprint and solidify its position at the forefront of developing sustainable offshore energy infrastructure, contributing to a net-zero future.
