Bharat Petroleum Corporation Ltd. (BPCL) JV Secures 10KTPA Green Hydrogen Contract from Numaligarh Refinery

Bharat Petroleum Corporation Limited (BPCL) announced that its 50:50 joint venture, NeuEN Green Energy Pvt. Ltd. (NeuEN), has secured a major contract with Numaligarh Refinery Ltd. (NRL). NeuEN will supply 10,000 tonnes per annum (10KTPA) of green hydrogen, marking a milestone in commercial viability for green hydrogen in India. The project, involving a new production facility in Assam, is expected to begin operations in 2028.

BPCL JV Secures Landmark Green Hydrogen Contract

Bharat Petroleum Corporation Limited (BPCL), a Fortune Global 500 company, confirmed a significant development in India’s clean energy transition. The company’s joint venture, NeuEN Green Energy Pvt. Ltd. (NeuEN), has successfully secured a contract to supply 10,000 tonnes per annum (10KTPA) of green hydrogen to Numaligarh Refinery Ltd. (NRL). This announcement was made on March 24, 2026.

NeuEN is a 50:50 joint venture between BPCL and Sembcorp Green Hydrogen India Private Limited, a subsidiary of Sembcorp Industries. This venture reinforces BPCL’s strategic focus on renewable energy and accelerating the greenification of India’s refining ecosystem. Notably, the project achieved the most competitive rate discovered till date for green hydrogen, signaling commercial viability.

Project Details and Commercial Viability

Under the agreement, the joint venture will establish a 10KTPA green hydrogen production facility at NRL’s refinery in Assam, supported by a long-term offtake arrangement. Commercial operations are slated to commence in 2028. The facility will utilize a hybrid renewable-powered configuration integrated with advanced energy storage solutions to ensure reliable, round-the-clock operations.

Sanjay Khanna, Chairman & Managing Director, BPCL, highlighted that securing the project through a competitive bidding process reflects the evolving maturity of the green hydrogen sector. The competitively discovered tariff is noted to set a new global benchmark for commercially contracted green hydrogen pricing.

Joint Venture Synergy and Future Vision

Mr. Vipul Tuli, President & CEO, Renewables, West, and CEO, Hydrogen Business, Sembcorp, stated that the achievement aligns with Sembcorp’s strategy for a lower carbon future, emphasizing the importance of well-structured long-term offtake contracts. Shelly Abraham, Chairman, NeuEN, added that the JV leverages BPCL’s domestic strength with Sembcorp’s global renewable expertise to enable the integration of low-carbon solutions into industrial operations.
