KNR Constructions Limited High Court Disposes of Appeal Regarding ECR Project LOA Challenge

Update on ECR Project Technical Bid Challenge

KNR Constructions Limited refers to its previous intimation dated February 17, 2026, regarding the Letter of Award (LOA) received for the construction of a Four Lane Elevated Corridor along the East Coast Road (ECR) in Tamil Nadu under the Hybrid Annuity Mode (HAM).

This update concerns the Writ Appeal (W.A No. 284 of 2026) filed before the Hon’ble High Court of Madras by the appellant, M/s Dilip Buildcon Limited. The appellant sought judicial review concerning the rejection of their technical bid for the project.

High Court Ruling and Next Steps

The Hon’ble High Court of Madras heard the matter and uploaded its judgment on February 18, 2026. The Court expressed the view that the correctness and validity of the rejection reasons must first be examined by the Appellate Authority established under Section 11 of the Tamil Nadu Transparency in Tenders Act, 1998, before judicial review.

Consequently, the appeal was disposed of, granting the Appellant the liberty to file an appeal before the competent statutory authority within five days from February 16, 2026. The Appellate Authority is mandated to take a decision within a period of 15 days from the date of appeal submission.

As a result of the disposal of the appeal by the High Court, the related interim application stands closed.
