The competent authority approved the appointment of Shri Mukesh Mangal, who currently serves as the Additional Secretary in the Ministry of Ports, Shipping and Waterways (MoPSW).
This appointment took effect on February 23, 2026. The disclosure also confirmed that Shri Mangal, whose DIN is 10460089, is not currently debarred from holding any directorial office and maintains no affiliations with other directors on the SCI Board.
Profile of the New Director
Shri Mukesh Mangal is a member of the Indian Telecom Service (ITS) of the 1992 batch and holds a B. Tech in Electronics and Communications. His extensive professional tenure spans over 31 years, covering critical domains such as internal security, cyber security, and telecommunication technology.
Previously, he worked in the Department of Telecommunications and the Ministry of Home Affairs. He has been instrumental in establishing national-level security initiatives, including the Sanchar Saathi portal and various digital intelligence platforms aimed at curbing the misuse of telecom resources.
Presently, his responsibilities within MoPSW include heading the DGLL, Shipping Unit, ALHW & Sagarmala Wing, alongside overseeing the development of the National Maritime Heritage Complex.
