MDO Agreement Termination
Assam Mineral Development Corporation Ltd. (AMDCL) has cancelled the Mine Development & Operation (MDO) agreement with JK Lakshmi Cement, initially signed on November 28, 2025. This decision was communicated through a letter dated February 5, 2026.
Background of the Agreement
The agreement pertained to the development and operation of limestone mines in Assam. JK Lakshmi Cement was declared the “H1 Bidder” on July 4, 2025, for drilling, excavation, transportation, and supply of limestone from mines covering 630ha. The project also involved setting up an integrated greenfield manufacturing plant for cement and related products within Assam.
Reasons for Cancellation
The Government of Assam has directed AMDCL to revert the limestone mining blocks (430ha and 200ha) to the government for a fresh auction process by the Directorate of Geology and Mining (DGM), Assam. These mines were initially allotted by the Government of Assam to AMDCL, which then selected JK Lakshmi Cement as the MDO.
Impact and Response
The cancellation may cause delays in the implementation of JK Lakshmi Cement’s proposed cement project. The company intends to challenge the cancellation notice before the appropriate authority.
