- He previously served as District Development Officer for Bharuch and Ahmedabad, and as Collector & District Magistrate for Rajkot and Surat, focusing on improving service delivery, education, sanitation, and disaster management.
Policy Formulation and Strategic Leadership
Between 2016 and 2021, Dr. Kumar served at policy formulation levels in the Government of India. As a Director to the Prime Minister of India (PMO), he was instrumental in developing flagship programs such as Swachh Bharat Mission, AMRUT Mission, Smart Cities Mission, PMAY, and Ayushman Bharat. He was also deeply involved in the formulation of the National Education Policy 2020.
During the Covid-19 pandemic, he served as the sectoral officer in-charge of health in the PMO, helping shape India’s pandemic and vaccine strategy.
