Power Finance Corporation: Incorporates Transmission Subsidiary

Power Finance Corporation (PFC) announced the incorporation of its wholly-owned subsidiary, Khushkhera Transmission Limited. This new entity will be responsible for developing the 400 KV GSS Bhojrajka (Khushkhera) project along with its associated transmission system. PFC Consulting Limited (PFCCL), also a subsidiary of PFC, has been appointed as the Bid Process Coordinator (BPC) for this project, which is part of the Ministry of Power’s tariff-based competitive bidding initiative.

New Subsidiary for Transmission Project

Power Finance Corporation Ltd. (PFC) has officially incorporated a new entity, Khushkhera Transmission Limited. This wholly-owned subsidiary has been established to undertake the development of the 400 KV GSS Bhojrajka (Khushkhera) project, including its associated transmission system. The incorporation is a crucial step in the execution of infrastructure projects under the Ministry of Power’s guidelines.

PFC Consulting Appointed as Bid Process Coordinator

In parallel, PFC Consulting Limited (PFCCL), another subsidiary of PFC, has been nominated as the ‘Bid Process Coordinator’ (BPC). PFCCL’s role is to facilitate the selection of a developer through a tariff-based competitive bidding process for Independent Transmission Projects (ITPs). This appointment, as per the Ministry of Power’s guidelines, involves preparing project profiles, initiating land acquisition, and managing forest clearances.

Project Transfer to Successful Bidder

The newly incorporated SPV, Khushkhera Transmission Limited, will eventually be transferred to the successful bidder selected through an International Competitive Bidding process. This structure ensures that preparatory activities are managed efficiently before the project is handed over for full-scale development.

Rajasthan State Project Context

The Rajasthan State Government has appointed PFC Consulting Limited as the Bid Process Coordinator for developing intra-state transmission projects. This decision, conveyed through notifications and resolutions, aligns with the Guidelines for Tariff Based Competitive Bidding (TBCB) for Transmission Services circulated by the Ministry of Power.
