TCS to Build AI-Enabled Digital Governance Platform for Odisha
Tata Consultancy Services (TCS) announced on September 8, 2026, that it has won a bid valued at ₹122.6 crore to implement the next phase of the Odisha State Workflow Automation System (OSWAS 3.0). This project is designed to modernize and streamline the state’s governance systems, making them more paperless and efficient.
OSWAS 3.0: Enhancing Governance with AI
The OSWAS 3.0 platform will be powered by TCS DigiBOLT™ and will integrate workflow automation, analytics, security, and Artificial Intelligence (AI) capabilities on a unified digital foundation. This initiative aims to provide government departments with a unified digital workplace, enabling digital file processing, electronic approvals, and real-time tracking of records. The system is expected to improve transparency, efficiency, and decision-making across the state government.
Extended Partnership with Odisha Government
This win signifies an extension of TCS’s existing partnership with the Government of Odisha, building upon the success of previous OSWAS phases since 2009. OSWAS 1.0 digitized file processing, while OSWAS 2.0 expanded the platform’s reach across state administration. OSWAS 3.0 represents a significant upgrade, incorporating modern microservices architecture and AI-enabled capabilities.
Impact and Future of Digital Governance
Shri Vishal Kumar Dev, IAS, Additional Chief Secretary to Government, E&IT Department, Government of Odisha, highlighted that OSWAS has become the digital backbone for the state. He stated, “OSWAS 3.0 will accelerate the journey from decision to implementation, delivering more efficient and outcome-driven governance for people of Odisha.” Sushil Jain, Head-Public Services India, TCS, added that the platform will empower officials to work with greater speed and visibility, strengthening accountability.
