Sammaan Capital Limited has issued a press release to clarify its position in ongoing investigations by Delhi Police and other agencies, stating it is not an accused party but rather a victim. The company also announced a significant development: International Holding Company PJSC (IHC), based in Abu Dhabi, has committed to investing USD 1 billion in Sammaan Capital, marking a substantial FDI transaction in the Indian NBFC sector and bringing a new controlling board to the company.
Sammaan Capital Clarifies Investigation Status
Sammaan Capital Limited (SCL) has released a statement to address its involvement in investigations stemming from a Public Interest Litigation (PIL). The company firmly reiterates that it is not an accused in any ongoing investigations by the Delhi Police or other agencies. Instead, SCL states it has been viewed as a victim of alleged quid pro quo arrangements.
The press release clarifies that an FIR was registered on December 15, 2025, following a Supreme Court directive based on allegations in the PIL. This FIR named several individuals and entities but explicitly excluded Sammaan Capital as an accused. The company also highlighted that the Economic Offences Wing (EOW) of the Delhi Police, in a status report filed on August 11, 2026, established that SCL had received back all monies concerning loans to the mentioned groups. Subsequently, the Supreme Court directed the Central Bureau of Investigations (CBI) to examine the allegations, again noting SCL’s position as a victim, not an accused.
Furthermore, SCL emphasized that over the past seven years, it has been absolved of any wrongdoing by multiple statutory agencies, including the Ministry of Corporate Affairs (MCA), National Housing Bank (NHB), Securities & Exchange Board of India (SEBI), Reserve Bank of India (RBI), and the EOW of Delhi Police.
New Promoter and Significant Investment
A major development announced is the company’s new ownership structure. Since ceasing to be promoted by Mr. Sameer Gehlaut in 2023, Sammaan Capital now operates under a new promoter, Abu Dhabi-based International Holding Company PJSC (IHC). IHC has committed to investing USD 1 billion into the company. This transaction is recognized as one of the largest Foreign Direct Investment (FDI) deals in the Indian Non-Banking Financial Company (NBFC) sector and positions IHC to control the company’s board.
