Shri Baldev Singh has been appointed to the role of Executive Director (Civil) of the Company, effective March 12, 2026. This appointment places him as a key member of the Senior Management Personnel.

The appointment follows Shri Singh’s selection against a vacancy notice and his subsequent release from the East Central Railway. The appointment is confirmed on an immediate absorption basis. His tenure is set to continue Till superannuation. Furthermore, the appointment places him in the E-9 grade under the CPSE pay scale, with a basic pay scale set between ₹1,50,000–3,00,000.
Brief Profile of Shri Baldev Singh
Shri Baldev Singh is an esteemed IRSE officer of the 1996 batch, holding the NFHAG Level 15 classification. As a seasoned Civil Engineer, he commands over 27 years of extensive experience within Indian Railways. His professional expertise encompasses critical areas such as track and bridge maintenance, construction of tunnels and buildings, contract management, and mechanized track maintenance.
Prior to joining RVNL, Shri Singh served as the Chief Vigilance Officer/Engineering in N.F. Railway. His rich career history also includes significant roles such as ADRM and Sr. Divisional Engineer, where he gained substantial experience in project execution, PPP/EPC projects, and railway operations. Notably, he spearheaded major infrastructure initiatives, including the redevelopment of Rani Kamlapati (Habibganj) station and the Gandhinagar station-hotel project, alongside large-scale track renewal works.
