One 97 Communications Paytm Receives RBI Authorization for Offline & Cross-Border Payments

Paytm Payments Services Limited (PPSL), a wholly-owned subsidiary of One 97 Communications, has received authorization from the Reserve Bank of India (RBI) to operate as a Payment Aggregator for Physical (offline) payments and Cross-Border transactions. This is in addition to the existing authorization for online Payment Aggregation, granting PPSL licenses across key segments. This enables end-to-end payment aggregation services across online, offline, and cross-border use cases.

Expanded Payment Services

Paytm Payments Services Limited (PPSL) has secured a significant authorization from the Reserve Bank of India (RBI) on December 17, 2025. This allows PPSL to function as a Payment Aggregator for both physical (offline) payments and Cross-Border transactions (both inward and outward). This expands Paytm’s capabilities in the payment ecosystem.

Comprehensive Payment Aggregation

With this new authorization, PPSL now holds Payment Aggregator licenses across all crucial segments. This enables the company to provide comprehensive, end-to-end payment aggregation services. These services span online, offline, and cross-border applications, offering a seamless payment experience for merchants and bolstering the company’s long-term growth in domestic and international payment acceptance.

Authorization Details

The initial online Payment Aggregator authorization was granted by the RBI on November 26, 2025, under the Payment and Settlement Systems Act, 2007. The latest authorization extends these capabilities to physical and cross-border payment scenarios. This strategic move positions Paytm as a major player in the evolving payments landscape.
